Sustainable development

Roseworthy is a small farming town just 4km north of the Sturt Highway on the edge of Gawler, at the fringe of metropolitan Adelaide.  At the 2011 census it had a population of 1216.

Founded in 1863, Roseworthy is an agricultural hub.  It hosts a significant Viterra strategic grain storage site and is home to the University of Adelaide’s Roseworthy Agricultural College, founded in 1883.  Roseworthy Agricultural College is famous for being Australia’s first winemaking school and the first agricultural college.  It trained many of Australia’s top winemakers.  More recently it has become one of the leading veterinary schools in Australia.

Located within the Light Regional Council, the town of Roseworthy has long been considered a town with ambitions to grow.  Population growth is now in the planning stages as the community and policy makers determine how to balance its unique location, nestled between the rich farming land of the Adelaide Plains which stretch out to the north and west, and the city to its south, with appropriate growth.

Land Vision Group (LVG) purchased 67 hectares of land south of Roseworthy in November 2007.  The site was partially within Light Regional Council’s existing Roseworthy town boundary.  Over the past nine years, LVG has worked proactively with Light Council and the State Government as a number of detailed expansion plans have been considered.

LVG is committed to sustainable Roseworthy community development as it seeks to balance environmental, economic and community values in realising this exciting growth opportunity.

Our Vision

We are committed to working with the Roseworthy community, Light Regional Council, the State Government and other developers to craft an environmentally, economically and socially sustainable growth plan to create new jobs and homes, while enhancing the unique environment that is Roseworthy’s agricultural history and character.

Over the next 20 years we will be part of a project which could create 4500-6000 permanent new jobs, including for school leavers, in suitable retail floor space in outlets including Coles, our partner in building a community centre.  Plus sustainable skilled employment in new service industries, such as our other partners in the aged care sector.  We would expect eventually a new school and other exciting retail opportunities will emerge.

With the community’s support, we could spend $150 million and grow Roseworthy’s population by more than 1000 people over the next two years, creating more than 800 direct new jobs in the town as a result.

These initiatives – combined with broader plans for the region – will meet the longstanding needs of Roseworthy and adjacent communities and demonstrate that there are green shoots flourishing in the tough conditions faced by northern Adelaide.

Community Consultation Process

On 13 November, 2015, the South Australian Planning Minister Hon. John Rau MP approved the Roseworthy Township Expansion Development Plan Amendment (DPA) for public consultation.  In his announcement, he said the DPA would consider a “residential development which would provide a modest expansion of homes for the Roseworthy township housing about 10,000 people over 30 years”.

“The Light Regional Council has proposed to expand the township of Roseworthy by rezoning an area of land for residential development, shopping centres, social infrastructure, employment and industry purposes,” Mr Rau said, in his press release.

“The rezoning is intended to provide the basis for a diverse, sustainable and connected community development that has respect for the environment and provides opportunity for innovation and prosperity. The proposed expansion is about 550 hectares in size, which encompasses land between the township and Edward Road; and from the rail line through to the Thiele Highway.”

Light Regional Council has released the DPA for a statutory 9-week period of consultation commencing on Thursday 28 January 2016.
